Laura J. Finley

Director

Ms. Finley attended the University of Central Oklahoma where she earned a B.S. in Biology.  She went on to receive her J.D. from Oklahoma City University School of Law in 2006. She was a staff attorney and supervising attorney at the Oklahoma Department of Environmental Quality, spending nearly 10 years engrossed in state and federal air quality regulations, assisting industry with compliance and permitting, as well as leading the air quality division in reviewing and commenting on federal rules.

Practice Areas
Ms. Finley’s practice involves both state and federal litigation and administrative proceedings.  She has represented a wide variety of clients on matters that involve:

Environmental litigation, enforcement, and permitting under the Clean Air Act, the Comprehensive Environmental
     Response, Compensation, and Liability Act (CERCLA), and the Resource Conservation and Recovery Act (RCRA);
Compliance with Southwest Power Pool Tariff requirements and procedures;
Federal Energy Regulatory Commission matters;
Drafting power purchase agreements and tower leases; and
EPA regulatory analysis and drafting comments on proposed rules.
