The United States' Environmental Protection Agency on Friday released a pre-publication copy of its proposed rule under the Clean Air Act finding that carbon dioxide and five other greenhouse gases from major sources "endanger the public health and welfare," setting the stage for regulating them.
While the rule does not control the emissions of greenhouse gases, it requires that sources emitting such gases above certain threshold levels monitor and report such emissions. The rule applies to fossil fuel and industrial gas suppliers as well as direct greenhouse gas emitters.
In addition to carbon dioxide (CO2), the proposed rule also addresses, Methane (CH4), nitrous oxide (N2O), hydrofluorocarbons (HFCs), perfluorocarbons (PFCs), and sulfur hexafluoride (SF6).
